Ready-to-Move or Under Construction? A Guide for Islamabad Apartment Buyers
When buying an apartment in Islamabad you have two routes: a completed unit you can occupy now, or a booking in a project still being built. The difference is not only price — it is risk.
Why Buyers Choose Under Construction
The instalment plan is the main draw. Most projects spread payments over two to four years, which puts property within reach without bank financing. Launch pricing is the lowest the project will ever offer, and if it completes on schedule, the value at possession is usually well above what you paid. You also get first choice of floor and unit.
The Risk You Are Taking
Delay is the most common problem. Projects in Pakistan have run a year or more past their announced handover, and some have stalled entirely. Until possession, you may be paying rent and instalments at the same time.
Why Buyers Choose Ready Units
What you see is what you get — the building, the view, the light, the parking, all visible before you commit. You can move in or let it immediately. Banks also lend more readily against completed property.
The Trade-Off
Ready units cost more, and usually require payment in full or close to it. In an older building, maintenance issues may already exist.
What to Verify
Buying under construction: look at the developer's completed projects, not their renders. Verify the CDA or RDA NOC number with the authority directly. Insist that the possession date appears in writing in the payment plan.
Buying ready: ask for the completion certificate, the service charge history, and the state of the building's maintenance fund.
Judge the decision against your own tolerance for risk. Cheaper is not automatically better.
